Introduction: in recent years, poultry consumption in the United States has increased year by year It is reported that the annual consumption of poultry meat in the United States is about 2.8 million tons, of which about 1.3 million tons are imported However, when poultry enters the U.S market, its manufacturers must pass the qualification assessment, and the products must be safe, hygienic and labeled correctly Poultry meat entering the United States must come from countries and manufacturers recognized by the food safety inspection service (FSIS) of the United States Department of agriculture FSIS will evaluate the inspection and quarantine system of any country that wants to qualify for poultry meat export to the United States The assessment includes two parts: document review and on-site inspection The technical experts evaluate the relevant laws, regulations and other written materials of the applicant country, focusing on five key areas of risk, namely pollution, disease, processing, residue, law-abiding and economic fraud The technical experts evaluate such materials according to the requirements of the United States If the documents pass the examination, FSIS will send a technical expert group to visit the site to assess the five key dangerous areas and other aspects of the inspection system, including the equipment, facilities, laboratories, training programs and inspection work of the factory If FSIS determines that the country's inspection system is basically equivalent to that of the United States, the country will be eligible to export poultry meat to the United States FSIS will also regularly check the inspection system of the licensed exporting country to ensure compliance with the requirements of the United States The frequency of inspection depends on the factory conditions and product quality of the exporting country Generally, the inspection shall be carried out every three months for new exporting countries If the production, equipment and inspection of factories are in good condition and the quality of imported meat and poultry is also good, the inspection shall be carried out every six months in the second year In order to protect the production of poultry and livestock in the United States, the animal and plant health inspection agency (APHIS) of the U.S Department of agriculture strictly restricts the entry of certain products into the United States For example, countries with rinderpest and foot-and-mouth disease are prohibited from exporting fresh, chilled and frozen meat to the United States However, according to the requirements of Aphis, these countries can heat process or smoke, marinate or bake meat and meat products for export, and meat products can enter the United States FSIS recognizes poultry meat entering the U.S market, including labels on small packages of poultry meat and products Labels include packaging paper, bags, boxes and artificial casings printed with fonts and patterns At retail, these labels are attached to the product Approved export factories shall obtain label approval before producing export products The label must be printed in English and conform to the requirements of American product composition and label The label shall include the following contents: product name, country of origin and factory, name and address of factory or wholesaler, net weight (pounds and ounces) in constant weight, preservation status of various ingredients, etc The label application shall be filled in form 8822-1 of FSIS and attached with the designed label, and multiple copies are required The outer label of the large packing box of the product does not need to be approved, but FSIS will check the label on the outer package when it is inspected at the import port The front label on the outside of the packing box must contain the following contents: product name, country of origin, factory code, arrival at the wharf, etc., and a certain position shall be reserved for us import inspection and seal In addition, special handling status must be indicated on the outside of the box, such as "keep refrigeration" or "keep from", indicating the name and address of the export factory or importer All contents must be printed on the outside of the box in English (handwritten is not allowed) or the printed label must be pasted on the outside of the box When the goods arrive at the U.S port, the declaration form must be submitted to the local customs within 5 working days According to FSIS regulations, poultry meat and its products need to be sent to the Customs together with two kinds of tickets: one is the inspection certificate of the exporting country (usually the health certificate), which indicates the exporting country, the manufacturer, the destination port, the wharf and the quantity, proves that the products have passed the pre-mortem and post-mortem inspection by the inspection agency of the exporting country, and ensures that the products are hygienic, free of adulteration, and the standards are correct, and conform to the regulations of the United States The certificate format can vary from country to country Second, import inspection application report form (FSIS form 9540-1) These documents will be sent to the animal and plant health inspection agency (APHIS) to check whether they violate the U.S animal and plant health restrictions When the data show that they are in line with the customs and Aphis regulations, the documents will be sent to the FSIS import inspection office (IFO) which carries out the import port inspection The contents of the inspection application form (form 9540-1) will be input into the FSIS central computer system, i.e the automatic import information system (alls), AIIa automatic retrieval memory database, and determine whether the country, the factory and the product have exported poultry or meat products to the United States National qualifications When it is confirmed that it can accept FSIS inspection, according to the quality history of a certain product in this country and this factory, alls will put forward the inspection plan of this batch of products, and the final inspection result will also be input into alls, and establish the inspection quality file of this factory in this country The tests indicated by alls include those used for retail packaging and net weight inspection, packaging container inspection, product defect inspection, can insulation inspection, label inspection, additives, product ingredients, microbial pollution, various residues and meat identification laboratory tests, etc For the products passing the inspection, the seal of "official inspection" shall be printed on the label of the outer package of each box to enter the domestic market of the United States When the goods do not meet the requirements of the United States, the seal of "no entry into the United States" shall be printed on the outside of the box The goods must be returned / destroyed within 45 days or transferred to animal food with the approval of FDA.
