In accordance with relevant laws and regulations of our country and the Protocol of the General Administration of Customs of the People's Republic of China and the Veterinary and Phytosanitary Supervision Bureau of the Russian Federation on the Sanitary and Phytosanitary Requirements for the Transport of Russian Beets to China, the General Administration of Customs of the People's Republic of China and the Veterinary and Phytosanitary Supervision Bureau of the Russian Federation on Russian soybean meal (cake), rapeseed meal (cake), The Protocol on Sanitary and Phytosanthal Requirements for Sunflower Seed Meal (Pie) in China stipulates that, from the date of this announcement, Russian beet meal, soybean meal (cake), rapeseed meal (cake), and sunflower meal (cake) shall be allowed to be imported in accordance with the relevant requirements.

1. Russian chinese meal/pies can be transported in bulk and packaging, and leakage should be prevented during transport.
2. Each means of transporting meal/pie (e.g. bulk transport) shall have at least one packaging mark indicating the name of the processing plant, the registration number and the words "Russian beet meal to the People's Republic of China" or "Russian soybean meal (cake), rapeseed meal (cake), sunflower seed meal (cake) to the People's Republic of China" and the words Chinese "English".

(ii) Quarantine and certificate requirements before departure.
1. The Russian side shall carry out inspection and quarantine on chinese meal/cakes before export, and shall not bring with it quarantine pests of concern to the Chinese side listed in Article 4 of this Request, other living pests, animal droppings, animal carcasses and poultry feathers, soil, and genetically modified ingredients not approved by the Chinese authorities;
2. Each batch of meal/cake shall be accompanied by a phytosanitary certificate issued by the Russian side.
phytosanitary certificates shall be issued in accordance with International Phytosanitary Measures Standard No. 12 (ISPM12).
certificate shall include the following information: the name of the approved registered production enterprise and its registration number, the mode of transport and the corresponding logistics information, and if the goods are fumigated before or during transport, the treatment method and relevant parameters should be indicated.

2. Check whether the "phytosanitary certificate" issued by the Russian side is consistent with the sample.
