On May 17, the Municipal Office of Atmospheric Administration issued the "Notice on Carrying out the Special Action to Clean Up "Scattered Pollution" Enterprises" (referred to as the "Notice").
The "Notice" requires that "scattered and polluted" enterprises must suspend production and business on their own before May 27, 2018.
Enterprises that have not gone through environmental protection procedures and illegally discharged pollutants shall be severely investigated and dealt with by the environmental protection administrative department in accordance with the law, and those suspected of environmental crimes shall be transferred to the public security organs for criminal responsibility in accordance with the law.
Enterprises that are illegally using land or constructing illegally shall be strictly investigated and dealt with in accordance with the law by the competent administrative departments of land and resources and planning, water affairs, and the comprehensive law enforcement department of urban management.
In addition, for those enterprises that suspend production and business as required, if they meet the requirements for rectification and upgrade and complete the rectification within the specified time limit according to the requirements, they can resume production and bring them into the daily routine if they meet the relevant requirements of environmental protection and safety production after the review and permission of relevant departments.
