China began promoting electric vehicles in 2009 with the goal of becoming a leading global manufacturer as it tries to curb vehicle emissions, improve energy security and boost high-tech industries

However, with lithium battery production already increasing by 50% in 2017 and the number of used batteries reaching 170,000 tons, the government is working to improve its recycling capacity and eliminate what could become a growing source of
pollution.
China's Ministry of Industry issued the rule on Monday, requiring automakers to be responsible for recycling new energy vehicle batteries and requiring them to establish recycling channels and service outlets so that used batteries can be collected, stored and transferred to professional recyclers
.
Automakers must also set up a network of repair services to make it easy for people to repair or replace old batteries
, the industry ministry said.
Measures aimed at stimulating good consumer practices, including subsidies or battery buy-back agreements
, should also be taken.
Along with battery manufacturers and their distribution companies, automakers must also establish "traceability" systems to identify owners of discarded batteries

The regulations also encourage battery manufacturers to adopt standardized and easy-to-disassemble product designs to help automate
the recycling process.
