Recently, the Ministry of Science and Technology and other 8 departments issued the "Work Plan on Carrying out the Pilot Project of Evaluation and Reform of Scientific and Technological Talents", focusing on "four aspects", focusing on the national scientific and technological tasks to make good use of live talents, focusing on "what to evaluate, who will evaluate, how to evaluate, and how to use", and "breaking the four only" and "setting new standards" as the breakthrough point, and building a scientific and technological talent evaluation system
oriented by innovative value, ability and contribution according to the type of innovative activities.

The goal of this pilot work is to explore the formation of different types of scientific and technological talent classification evaluation indicators and evaluation methods for different types of innovative activities through a two-year pilot, and the evaluation mechanism for the discovery, training, use and incentive of scientific and technological talents will be more perfect, and the innovation environment conducive to the growth of scientific and technological talents and better serving national scientific and technological tasks will be continuously optimized, and experience and practices that can be operated, replicated and
promoted will be formed.

On the basis of strengthening the evaluation of scientific and technological talents' scientific spirit and academic ethics, this pilot project deploys pilot tasks in accordance with four types of innovative activities: undertaking major national research tasks
, basic research, applied research and technology development, and social welfare research.

Among them, the evaluation of scientific and technological talents undertaking major national research tasks is guided by supporting and serving the major strategic needs of the country, the evaluation of basic research talents is guided by academic contribution and innovation value, the evaluation of applied research and technological development talents is guided by technological breakthroughs and industrial contributions, and the evaluation of social welfare research talents is mainly guided by service support ability and social contribution

For each type of innovative activity, corresponding pilot tasks
are proposed from the aspects of building evaluation indicators that meet the characteristics of scientific research activities, innovating evaluation methods, and improving the construction of internal systems for employment.
At the same time, it emphasizes the need to establish a national mission orientation, and increase the assessment and evaluation of scientific researchers who undertake and support national scientific research tasks, especially urgent, difficult, dangerous and heavy scientific research tasks, and major national scientific and technological infrastructure construction tasks and make contributions

For the deployment of comprehensive pilot tasks for the reform of local scientific and technological talent evaluation, pilot localities are required to focus on the key tasks of this reform pilot, combine the actual conditions of the region, highlight the characteristics of regional scientific and technological innovation and talent development, strengthen institutional reform, policy innovation and resource integration, systematically design local talent evaluation reform, and promote comprehensive reform experiments

The pilot and localities include: 12 scientific research institutes such as the Institute of Mathematics and Systems Science of the Chinese Academy of Sciences, 9 institutions of higher learning or affiliated institutions of higher learning such as Tsinghua University, and 6 places such as Shanghai that are relatively concentrated in scientific research, undertake more national tasks and have a good foundation
