In accordance with the requirements of the "Notice", the approval services of pharmacies will be optimized from two aspects.

At the same time, the "Notice" also emphasized that the time limit for licensing approval should be further reduced and the powers of approval should be optimized.

Open a pharmacy, only use one certificate

As early as March last year, the Shandong Provincial Marketing Bureau made it clear at its work meeting that this year it would explore the pilot reform of "one industry, one license", and guide the municipal administrative examination and approval departments to collect licensing matters and issue a comprehensive license.

On April 30 of the same year, Shandong Province issued the "Shandong Province Accelerating Process Reengineering and Promoting the Pilot Implementation Plan for the Reform of "One Industry, One Certificate"".

The plan calls for a pilot reform of “one industry, one certificate” in the drugstore industry, and Shandong Province will be located in Qingdao City, Zibo City, Zaozhuang City, Dongying City, Jining City, Linyi City, Dezhou City, Liaocheng City Weifang City (Fangzi District), Tai'an City (municipal level, Daiyue District, Ningyang County), Rizhao City (municipal level), Binzhou City (Zhanhua District, Wudi County) and other places.

The State Council’s “Plan” talks about optimizing the approval of pharmacy establishments, implementing a notification and commitment system for the approval of retail companies that only deal in Category B over-the-counter drugs nationwide, promoting the cancellation of approvals for the establishment of pharmaceutical retail companies, and urging local governments to clean up regulations on the establishment of pharmacies.

On March 9 this year, the General Administration of Markets announced the "Notice on Fully Carrying out the Standardization of Business Scope Registration (Draft for Solicitation of Comments).

The General Administration of Markets notice also talked about encouraging localities to combine their actual conditions to explore the related expansion of the standardized registration of business scope and the reform of "one thing", "one industry, one certificate", independent declaration of enterprise names, registration of residences and business premises, etc.
