In order to implement the spirit of the "Implementation Opinions on Comprehensively Strengthening the Safe Production of Hazardous Chemicals" issued by the General Office of the Provincial Party Committee and the General Office of the Provincial Government, in accordance with the requirements of the "Management Measures for the Evaluation and Identification of Key Chemical Monitoring Points in Zhejiang Province" (hereinafter referred to as the "Measures") (Zhejiang Jingxin Materials [2021] No.
207), further standardize the management of key chemical monitoring points, comprehensively improve the intrinsic safety of the chemical industry, and promote the transformation, upgrading and green development of the chemical industry in our province.
The relevant requirements for further strengthening the standardized management of monitoring points in our province are hereby notified as follows:
First, accelerate transformation and upgrading
.
All localities should urge monitoring point enterprises to formulate three-year action plans for industrial transformation and improvement, and improve the level of green and safe development of
enterprises.
Accelerate the development of production modes such as closed production system, material transportation pipeline, hazardous process automation, enterprise management informatization, etc.
, and improve the intrinsic safety, green development and intelligent manufacturing level of
chemical industry.
Before the end of December 2022, each monitoring point should complete the formulation of the transformation and upgrading plan, and implement
it step by step within three years.
The implementation of renovation and upgrading is included in the scope of
annual inspection.
2.
Strict project screening
.
All localities should strictly follow the requirements of the development plan of the chemical industry, follow the principle of coordinated and coupled development of the upstream and downstream of the industrial chain, and build high-quality projects
in line with local characteristics in accordance with the requirements of reduction, reuse and recycling 。 Strictly implement the restrictions on project selection in the "Measures": in principle, limit the monitoring point enterprises to add basic chemical raw material construction projects that have no upstream and downstream industrial correlation and are not connected to both ends (raw materials and product sales); Restrict chemical construction projects that are mainly transported by road and have a large transportation volume, with explosive chemicals, highly toxic chemicals or liquefied hydrocarbon flammable and explosive chemicals as the main raw materials, and chemical construction projects
that restrict high VOCs emissions.
New hazardous projects

3.
Strictly control and expand the scope

4.
Encourage the development of the
park.
All localities should make overall plans to promote the standardized management of
chemical parks and monitoring points.
While carrying out the identification, review and expansion of chemical parks, all localities should comprehensively consider the entry of monitoring points into the park, actively guide the development of monitoring point enterprises to enter the park, adhere to the principle of early entry and exhaustion, refine the timetable, formulate one enterprise and one plan, and strive to relocate the monitoring point enterprises to the park
within 2-3 recognition cycles.

6.
Strengthen environmental protection

All localities should urge monitoring points to implement the requirements of "three lines and one order" ecological environment zoning control and control, carry out environmental impact assessment work in accordance with laws and regulations, and strictly control project environmental access

Strengthen the preparation of environmental emergency plans for monitoring points and the construction of
environmental risk prevention and control systems.

pollution.
Strengthen the self-monitoring of exhaust gas pollution sources of enterprises, and increase the monitoring
of characteristic pollution factors related to VOCs emissions.
7.
Compacting corporate responsibility

The legal representative or actual controller of the monitoring point is the first person responsible for
safe production and environmental protection.
All localities should urge enterprises to strictly perform the statutory responsibilities for safe production and environmental protection, strictly formulate and implement the safety production responsibility system for all employees, the internal audit mechanism for safe production and the commitment announcement system, and build and operate a safety production standardization system
that integrates chemical process management, hierarchical control of safety risks, and hidden danger investigation and governance.
Enterprises in key monitoring points must establish safety technology and management teams, clarify the person in charge of safety, equipment, technology, instrumentation, etc.

Strengthen supervision during and after the event, grasp the implementation of various measures, prevent the occurrence of various accidents in safety and ecological environment, and protect people's lives and property and ecological environment safety

Establish and improve mechanisms
for punishing enterprises for untrustworthiness and incentives for trustworthiness.
Enterprises with subjective and intentional conduct that seriously endangers the safety of people's lives and property and their principal responsible persons are to be included in the entity's Public Credit Information in accordance with laws and regulations, and punishment for
untrustworthiness is strengthened.
It is necessary to urge monitoring point enterprises to delineate the security risk control line around the enterprise in accordance with the results of the enterprise's overall security risk assessment and the requirements of relevant laws and standards, and report it to the planning department and emergency management department
of the local people's government at the districted city and county level where the enterprise is located.
9.
Strengthen departmental coordination

All functional departments should strengthen communication and coordination, cooperate with each other, and perform their respective duties

The ecological environment department is responsible for the supervision of environmental protection and guidance of environmental emergency management of
enterprises in monitoring points according to their duties.
The emergency management department shall be responsible for the supervision of the safety production of the monitoring point enterprise according to its duties, and cooperate with the planning department to strictly control the development and utilization of the land around the monitoring point enterprise, and the development and construction projects within the scope of the enterprise safety risk control line shall meet the safety risk control requirements
through safety risk assessment.
10.
Strengthen dynamic management
.
Strictly implement the "Measures" for the management of monitoring points: Enterprises that have been identified as key monitoring points will be inspected every year and re-designated
every five years.
For the problems found in the inspection, urge the enterprise to make immediate reforms
.
Each districted city shall carry out an evaluation every two years, and during the designation period, if major or above production safety accidents or environmental emergencies occur, rectification
shall be carried out within a period of half a year.
During the rectification period, the procedures related to new construction and expansion projects other than safety hazard rectification and environmental pollution control projects will be suspended; After the rectification is completed, the re-evaluation and determination will be carried out, and the qualification
of the monitoring point will be cancelled for the enterprises that fail to pass the evaluation for two consecutive times.
