2020 Agricultural Import Tariff Quota Redistribution Announcement No. 4 of 2020

In accordance with the Interim Measures for the Administration of Tariff Quotas for Agricultural Imports (Ministry of Commerce, National Development and Reform Commission Order No. 4 of 2003, hereinafter referred to as the Interim Measures), the Rules for the Application and Distribution of Food Import Tariff Quotas for 2020, the Rules for the Application and Distribution of Tariff Quotas for Imports of Cotton 2020 (No. 9 of 2019 of the National Development and Reform Commission Announcement) and the Regulations on the Application and Distribution of Tariff Quotas for Sugar Imports 2020 (Ministry of Commerce Bulletin No. 20194) The relevant provisions, the 2020 agricultural import tariff quota redistribution related matters are announced as follows: First, the end-users holding the 2020 wheat, corn, rice, cotton, sugar import tariff quota, that year did not sign an import contract for the total quota quantity, or has signed an import contract but is not expected to be shipped from the port of origin before the end of the year, should be held in the tariff quota of the unfinished or unfinished part of the local government before September 15th (provinces, autonomous regions, municipalities directly under the Central Government, planning, Xinjiang Production and Construction Corps) Development and Reform Commission, the competent department of commerce.
The National Development and Reform Commission and the Ministry of Commerce will redistribute the returned quotas.
for end-users who have not returned their quotas before September 15 and have not fully used them by the end of the year, the National Development and Reform Commission and the Ministry of Commerce shall, when allocating tariff quotas for agricultural imports for the following year, deduct the corresponding varieties proportionally.
2. End-users who have obtained and fully used the import tariff quota for the goods listed in Article 1 of this Notice (a copy of the import customs statement is required), as well as new users who meet the application conditions set out in the relevant distribution rules but have not obtained the import tariff quota for 2020 at the time of distribution at the beginning of the year, may apply for the redistribution of the import tariff quota for agricultural products.
